If your company is stifling creativity, you are probably not going to attract the talent you need. Software dev's aren't joining your company to follow Nazi process rules, they program because programming is very creative process. Just as creative as art, music and writing. In fact, it is very much a form of writing. Writers don't want to be told how to write or what tools to use. They will find the right tools for the job to be effective!
